Alcohol and Substance Abuse Policy

At the Morrisville Public Library, we are committed to fostering a safe, welcoming, and respectful environment for all. To uphold this standard, the Library maintains a strict policy prohibiting the use, possession, or influence of alcohol and illegal substances on Library property. This policy applies universally to all individuals on Library grounds—whether inside or outside—including patrons, staff, volunteers, delivery personnel, contractors, and visitors.

Definitions

Alcohol: Any beverage or substance containing ethanol, including beer, wine, spirits, and any other intoxicating liquors intended for consumption.

Controlled Substances: Any drug or chemical whose manufacture, possession, or use is regulated by law, including but not limited to narcotics, stimulants, depressants, hallucinogens, and prescription medications used without a valid prescription.

Paraphernalia: Any equipment, product, or material used or intended for use in producing, concealing, or consuming alcohol, controlled substances, or other intoxicants. This includes items such as pipes, rolling papers, syringes, and vaporizers.

Tobacco: Any product made or derived from tobacco intended for human consumption, including cigarettes, cigars, pipe tobacco, chewing tobacco, snuff, and any electronic nicotine delivery systems (e.g., e-cigarettes, vapes).

Toxic Substances: Any chemical or substance, including inhalants such as glue, aerosols, or solvents, that when misused can cause intoxication, impairment, or harm to health.

Rules

To maintain a safe, welcoming, and respectful environment for all, the following rules apply to all individuals on Morrisville Public Library property, both inside and outside the building:

1.      Prohibited Substances

The use, possession, sale, or distribution of alcohol, controlled substances, illegal drugs, or toxic inhalants is strictly prohibited on Library property.

2.      Impairment

Individuals who appear to be under the influence of alcohol or drugs—exhibiting signs of intoxication, disorientation, or disruptive behavior—will be asked to leave the premises immediately to ensure the safety and comfort of all patrons and staff.

3.      Odor of Substances

Patrons emitting a strong odor of marijuana or other substances that disrupt the environment or cause discomfort to others may be asked to leave, regardless of whether use occurred on Library property.

4.      Paraphernalia

Possession or display of drug or alcohol-related paraphernalia is not permitted on Library grounds.

5.      Tobacco and Vaping

Smoking, vaping, or the use of tobacco products is not allowed inside the Library or within one hundred (100) feet of the entrances, exits or outdoor areas in accordance with New York State law.

6.      Enforcement

Violations of this policy may result in removal from the premises, suspension of Library privileges, and/or notification of law enforcement, depending on the severity of the incident.

The Morrisville Public Library is dedicated to maintaining a safe, inclusive, and substance-free environment for all who visit, work, and engage with our services.
